I love custom duplex papers. I used two 14pt. colored stocks and adhered them to create a 28pt. Duplexed Business Card. The simplest and easiest method would be to go about using a "permanent pressure sensitive adhesive". You might consider: 3M Photo Mount Spray Adhesive.
If you provide a set of alignment crop marks on your press sheets you can cut down to these common edges, spray both sides, and align. Running these sheets through an etching press would ensure an even and consistent bond across the page.
Pressure sensitive adhesive is preferable to other adhesives which rely on evaporation of solvents (most liquid glue), chemical reactions (two part epoxy), or cooling (hot melt). Getting an even spray will be the key to a good, permanent bond.
This a very simple process and not unlike what JP describes above, but I'll speak to larger quantities. The same method is employed when you wrap the case of a bound book, or affix end leaves, except you are not pasting to board, rather to another stock. Heavy weight stocks (cover) are best for this process. Paper mills can create special orders for 5,000lbs or more.
